Explanation : On 1 September 2014 Japan agreed to sell and transfer technology to India to build the specialised sea-plane, the US-2 produced by ShinMaywa. With this deal Indian Navy’s ability to carry out amphibious landing, casualty evacuation, humanitarian assistance and long-range surveillance and reconnaissance received a major boost. The US-2 is one of the sturdiest aircraft and can operate in sea state 5 conditions (at wind speed of 30 to 38 kilometres per hour) on the high seas as well as on rivers and lakes. It can carry nearly 30 personnel and 18 tonnes of load and can fly 4,500 km at a stretch. This is the first time since World War-II – that ended seven decades ago – that Japan will be selling military hardware. Following its defeat, Japan imposed an embargo on sale of weapons and military equipment. The agreement is an indication of the closeness between India and Japan. Both nations are actively pursuing each other mainly in the areas of defence and trade to counter the growth of China and its increasingly aggressive behaviour in the region. In keeping with the Modi government’s policy, these planes will be made in India.

विस्तार : जापान और भारत में 1 सितम्बर 2014 को शिनमायवा (ShinMaywa) कम्पनी द्वारा बनाए जाने वाले इस विमान तथा इसकी प्रौद्यौगिकी भारत को स्थानांतरित किए जाने के बारे में संधि हो गई। इस विमान के मिलने से भारतीय नौसेना की क्षमता में अपार वृद्धि होने की संभावना है, खासकर राहत-बचाव और निगरानी सम्बन्धी उद्देश्यों के लिए। इस विमान की सबसे बड़ी खासियत यह है कि यह जमीन और समुद्री सतह दोनों स्थानों पर बड़ी कार्यकुशलता से उतर सकता है। यह मजबूत विमान 30 से 38 किमोमीटर की रफ्तार की तेज हवाओं में उड़ान भरते हुए समुद्र, झील जैसे स्थानों पर उतर सकता है। ये अपने साथ 30 लोग और 18 टन भार का सामान भी ले जा सकता है जिससे बचाव व राहत कार्यों में काफी मदद मिल सकती है। मोदी सरकार की नीति के तहत इस विमान का निर्माण भारत में ही किया जायेगा। उल्लेखनीय है कि द्वितीय विश्व युद्ध में अपनी हार के बाद जापान ने हथियारों को बेचना बंद कर दिया था। इसलिए भारत और जापान के बीच US-2 विमान के समझौते को दोनों देशों की नजदीकियों के रूप में देखा जा रहा है। इसके अलावा भारत और जापान की नजदीकियों को लगभग हर क्षेत्र में चीन के बढ़ते प्रभाव को कम करने की दिशा में एक संयुक्त प्रयास भी माना जा रहा है।

Explanation : Former CJI P. Sathasivam accepted Union Government’s proposal to be appointed as the Governor of Kerala. The move to appoint him sparked a debate in political and legal circles on the propriety of giving gubernatorial assignment to a person who retired from the highest judicial office in the country. This is the first time a retired CJI is being appointed to serve as a Governor of a State. There have been instances where former Chief Justices of High Courts were appointed as Governors.

विस्तार : केन्द्र सरकार ने हाल ही में पी. सथाशिवम को केरल का अगला राज्यपाल बनाने का प्रस्ताव स्वीकृत कर उन्हें स्वीकार करने के लिए भेजा था। इस प्रस्ताव का तमाम पक्षों तथा विपक्षी पार्टियों ने इसलिए विरोध किया था क्योंकि उनका मानना था कि देश की न्यायिक व्यवस्था के सर्वोच्च पद पर बैठ चुके व्यक्ति द्वारा किसी राजनीतिक पद को स्वीकार करना नैतिकता के खिलाफ है। लेकिन पी. सथाशिवम ने इस पद को स्वीकार करते हुए स्पष्ट कर दिया कि उन्हें इस पद को स्वीकार करने में कोई खराबी नहीं दिखाई देती है। उनके राज्यपाल बन जाने से यह देश के इतिहास में पहला मौका होगा जब सर्वोच्च न्यायालय का मुखिया रहा कोई व्यक्ति किसी राज्य का राज्यपाल बने। वैसे उच्च न्यायालय तथा अन्य न्यायालयों के न्यायाधीशों को राज्यपाल बनाया जाता रहा है।

5) Asia’s first Ballistic Research Centre is all set to be established in which Indian state very soon? – Gujarat
Explanation : Gujarat Forensic Science University (GFSU) at Gujarat’s capital Gandhinagar is all poised to get established a Ballistic Research Centre (BRC), which would be first one of its kind in the whole of Asia. The BRC would be established mainly to test bullet-proof armoured vehicles as big as trucks. Till now, the armoured vehicles from India are sent to countries like the UK, USA and France for testing. The GFSU was so far able to conduct testing of only bulletproof jackets, helmets and bulletproof plates, but with this new venture the entire armoured vehicle can be tested successfully.
